Annex 15, AIXM and Data Provenance: What Actually Matters for CAAs

CAAs do not need AIXM for its own sake. They need a disciplined model for provenance, validation, effective dating, and authoritative downstream distribution.

<h2>Introduction</h2> <p>AIXM discussions often go wrong because they are framed as a format debate. For a CAA, the real issue is not whether a system can export AIXM 5.1. The real issue is whether the authority can preserve provenance, validation history, and effective-date logic across the aeronautical data chain.</p> <h2>What matters more than the file format</h2> <ul> <li>clear data ownership at origination</li> <li>validation before release into authoritative status</li> <li>time-aware handling of temporary and permanent states</li> <li>version history that can survive audit scrutiny</li> <li>distribution to downstream consumers without loss of context</li> </ul> <h2>Where many projects go wrong</h2> <p>Authorities sometimes invest heavily in transformation layers while leaving source governance weak. That creates technically compliant exports built on operationally weak inputs. AIXM is useful, but it cannot rescue poor provenance discipline.</p> <h2>What CAAs should demand</h2> <p>Any modern AIM platform should show how an aeronautical feature moves from origination through validation into authoritative publication. The authority should be able to answer:</p> <ul> <li>which source created the record</li> <li>which user or unit validated it</li> <li>which business rules were applied</li> <li>when it becomes operationally effective</li> <li>which downstream products consumed it</li> </ul> <h2>Conclusion</h2> <p>For CAAs, AIXM is part of the answer, not the whole answer. Data provenance is what actually determines whether the authority can trust its digital chain. Invest in structured governance first.
